The simple answer is yes! However, it is a complicated process, which we at “Legally Married in Thailand” are able to arrange.
The process must start even before the Chinese national holding a Mainland passport even comes to Thailand. It requires that they get a certified marital status document from the Chinese government in China first. Also to have that documents certified by the Thai Embassy or Thai consulate there in China. It is important to certify the documents before coming to Thailand, in order to legally register their marriage.
Chinese nationals are allowed to marry most any foreigner other than a Chinese national, with no problem. Chinese legal marriages can be registered under Thai law in only a few places in Thailand. As most registrars will do it.
